Bug Description
ntp should not be run in containers, as they will use the clock of the underlying host.
The charm should therefore block to signal the operator that there is no need to deploy ntp on lxds.
Note: charmhelpers provides container detection in charmhelpers.

...actually I see that the charm does detect when it's running in a container and disables time adjustments. Does it still make sense to install the software when running in an lxd?
