Bug Description

This issue: https://github.com/paulgear/ntpmon/issues/5 may have been fixed by https://github.com/paulgear/ntpmon/pull/7. Could you please build a new version of this charm to use the latest changes from the ntpmon layer.

It would be extra nice to have a functional test proving the original issue is resolved.
