Bug Description
An installation where an unrelated application had added some options to Chrony found those options removed when the ntp charm was applied, due to the config file being templated.
We need to either:
- add an include for any extra .conf files in /etc/chrony, or
- have a config item for adding extra directives, particularly for 'local', and the allowed networks.
