Would it be possible to separate "Officially supported" from "the charm will let you do it"? What that could look like is a note near the top of the README describing the list of supported series, while still adding the interim releases to the metadata.yml to allow deployers to deploy the NTP charm even though that wouldn't come with any official charm support.
