Errors associated with nova starting.

This file in packaging is owned by root.

The quick fix for this 4 me is changing the ownership and permission to nova:nova

chown -R nova:nova /etc/nova

After restarting all services things work fine.

Is this a bug with the official Ubuntu packages? or from source?

I got the same error using the official ubuntu packages (ubuntu 12.04, essex).
The workaround mentioned by koolhead17 did not work for me.

But here more services/processes are affected, all terminating with status 1 according to /var/log/syslog:

nova-cert
nova-compute
nova-network
nova-volume

I would suggest you to refer

1. http://docs.openstack.org/essex/openstack-compute/starter/
2. http://www.hastexo.com/resources/docs/installing-openstack-essex-20121-ubuntu-1204-precise-pangolin

Both the guide has mentioned about the same issue and workaround, at the same time ezplaining step-by-step installation procedure.
I am sure it will help to reslove your issue.

Also they are using KVM as a Hypervisor.
