Bug Description

instance resize may be not sucessfull duo to lack of config ssh key or other reasons. now,when resize action fails.the instance is in error
state,and can not be rescured to normal state.

it would be better if we add rollback mechanism like live migration.

I don't think we need to fix this.
In most cases, resize works well.

IMO, admin user can rescue the instance by resetting it back to active using the reset-state extension.
