Database logging required

We need a way to enable SQL logging in the field so that when someone reports "OMG the DB is so slow, Y U not using MongoDB - it is web scale" then we will be able to analyze the problem intelligently. See Bug #964824 for the sort of issues this can show.

(I proposed an initial patch here https://review.openstack.org/#change,5783 , but apparently the correct procedure is to file a bug and get it merged into master and then essex.)

    Support sql_connection_debug to get SQL diagnostic information

    We've had a few reports of SQL issues; it'll be very helpful to be able to get SQL information
    into our log.
