Creating server with the pasword which is not meeting complexity requirements is not raising bad request

Bug Description

Description of the problem:

While creaing the server with adminPass field set with not matching compexity requirements should raise the bad request. But the API tool is creating the server instead of raising the Bad request.
Expected behavior:

API tool should raise the bad request.

The doc says " The specified password must meet the complexity requirements set by your OpenStack Compute provider." This isn't being targeted as an Essex feature, but a provider can implement this in production.

It's been over a year and nobody has worked on this, so I'm going to put it in the "Opinoin / Wishlist" queue of requests. It can be reopened if someone is interested in working on it. Thanks.
