Create a new aggregate with same name as deleted not working

Repo steps:
* create new aggregate
* delete aggregate
* create aggregate with the same name as aggregate above

Expected
* aggregate is in the created state

Actual
* aggregate is created but is in the dismissed state

    Fixes bug 943188

    Enusre when an aggregate is re-created, it is in the created state,
    not just the state it was when last created.
