distributed_scheduler doesn't implement fallback schedule routine

compute casts a 'prep_resize' method call to the scheduler, but the distributed_scheduler doesn't implement this method. Need to either implement it... or implement the fallback catch-all 'schedule' method.

    Implement schedule_prep_resize()

    Implement schedule_prep_resize() in the distributed scheduler. Adds
    a request_spec argument to enable the current host of an instance
    to be excluded for resizes. Corrects bug 888236.
