OSAPI v1.1 needs to document config-drive as an extension

A recent merge added a 'config_drive' attribute to server entities: https://code.launchpad.net/~0x44/nova/config-drive/+merge/71429. It needs to be documented as an extension, as the spec will not be updated.

Actually, per the bug report this was done as I documented the feature as an extension. The bug report doesn't request that the feature be implemented as an extension, and I do not believe it should be implemented as an extension.

    Implements config_drive as extension

    Adding config drive as an extension allows users to turn it off in case they
    do not want to use it. Config drive was not intended to be a part of the core
    functionality.

    Fixes bug 833331
