Traceback in xenapi/vmops.py masks real exception

Specifically this:

 if vm_ref is None:
            raise exception.InstanceNotFound(instance_id=instance_obj.id)

instance_obj isn't always defined, so a referenced before assignment exception is raised instead of the actual intended exception
