Bug Description
The EC2 API implementation does not support the ImportKeyPair method; it only supports the server-side key generation.
Importing keys is much more secure (private key cannot be known to server), it is much more convenient (I can use my existing SSH key), and it is much nicer on the API server (SSH key generation is CPU intensive). We should support it!
