Files are only injected into guests when running Xen

Bug Description

The OpenStack API supports specifying files to be injected into the guest VM.

However, these are only injected when using Xen (via XenAPI). No injection is done for libvirt (even though it is very capable of doing injection e.g. of networking config)

I think this is a large issue.

I hit this today when I tried to use openstack api without extensions and there is no way to configure image on boot.

This might be resolved with cloud-config drive work - if we have a client to consume the config
