nova-api doesn't use 'utils.default_flagfile()'

Bug Description

nova-api cannot read the nova.conf file parameters. Reviewing the code, I cannot find any call to 'utils.default_flagfile()', like other components do.

If you pass nova.conf with --flagfile=/path/to/flagfile then it works. If you pass the flags as arguments it works as well.

As far as I can tell, nova-api now does make this call. Perhaps this bug should be closed out?
