use_cow_images is True by default, but uml doesn't support it

Bug Description

use_cow_images defaults to True, regardless of libvirt_type setting. However, uml only groks raw images, while cow implies qcow2. Failure ensues.

From duplicate bug: it's not possible to use cow with xen, so we should change the default value to false (at the moment it's true and i always forget to change it manually in nova.conf to false.. :))
