Bug Description
When shelving an instance, there is a point where the instance still appears ACTIVE but is already shutdown in libvirt. Task state is shelving_
Should Nova report a different state so the user is not confused? (instance appears active but actually is already down and unreachable)
This was reproduced on Ussuri.

I was able to reproduce it. I agree that this can cause confusion.
