Bug Description
Currently, we support creating a vtpm instance, clod migrating and resizing
vtpm instance, but it not support to live migrate, as an user, we would like
to support living migrate a vtpm instance.
When live migrating a vtpm instance will be failed, the root cause is that the
dest_compute does'nt have the secret for intance's vtpm. So it is possible that
creating a vtpm_secret before live migrating the vtpm instanceon dest_compute.
