I create a server_groups vm , but server_group_members doesn't add one.

After the virtual machine is created successfully."nova qouta-show --detail" is executed on the compute node,search result "server_group_members" parameter "in-use" doesn't add one.

This is one of two per-user quotas, the other being 'key_pairs', where usages are not considered when validating limit create/update. They're always at zero. You can find more information at [1]
