No mention of img_config_drive glance tag in config drive docs

Config-drive docs don't mention the glance image tag "img_config_drive", which can force config-drive attachment when the value is set to "mandatory". Ref: https://docs.openstack.org/glance/rocky/admin/useful-image-properties.html

Recommend adding this to the docs as it is directly relevant.
