Reboot an instance in nova - split the rescue part out

I didn't think nova had any documentation about the rescue operation but found that it's hidden in the reboot user guide:

Ironically that page has more documentation about rescue than it does about reboot. We should likely split the rescue docs out into a separate user guide reference page.

    docs: Extract rescue from reboot

    This change simply extracts and slightly reorders the existing rescue
    documentation from the reboot reference page.
