console proxy deployment info was removed from cells v2 layout doc

The information about how console proxies need to be deployed in a multi-cell deployment was mistakenly removed in the following commit as part of nova-consoleauth service docs removal:

We need to restore the general information for console proxies using the database for storing token authorizations.
