This is something big going on.. i have reproduce this error again, i have noticed when i reboot my 3 controller node, i start noticing this kind of error. 

I have rolling restart rabbitmq and now my neutron service isn't happy throwing following error in rabbitmq logs.

I have two openstack cluster running queens and stein ( many time i have reboot queens controller and they always come clean, but stein always give me hard time with rabbitmq)
