Bug Description
The neutron service has very high CPU utilization when we have the following scenario:
1. NSX neutron plugin is used
2. There are thousands of instances that have puppet installed which are constantly polling the metadata service

Improve metadata performance
Save many requests to the neutron service if the provider
has recently been queried.
Commit 622a845b757aa35 932f703963beffc 764d8ae244 has the details
about the provider support. The caching helps improve this
support as the neutron service will not be queried many times.
