I think this bug is not valid. Nova already sends instance.update notification when the instance.metadata is changed.

I marked the bug invalid as per my above comment. If you feel that instance.update is not enough then please describe the use case that cannot be fulfilled with the existing notification.

Reason: As Gibi mentioned, instance.save() will trigger instance.update notification which includes metadata updates.
