Bug Description
Since polling_compute is a background process there are no intimation to the admin that nova-api service is stopped during execution of polling compute. Only by checking /var/log/messages logs, one can detect the error.
however, admin must be informed about failure of the service.
There must be a mechanism (e.g.: email etc.) to notify admin that nova-api service is down.
