No rescue and unrescue versioned notifications

In nova.conf notification_format isn't changed (defaults to both)

In opestack cli:
server rescue a2af1079-f789-481b-b4c9-e6aee68b645c

On the versioned notifications topic on rescuing an instance notifications doesn't come, isn't included in the specifications either (https://docs.openstack.org/nova/latest/reference/notifications.html), not sure if this is the desired behaviour.

Environment:
1. Openstack: devstack queens version
2. Libvirt + QEMU
3. Neutron with openvswitch

There is a patch to add rescue and unrescue versioned notifications.
But it has not been merged yet.

    Transform rescue/unrescue instance notifications

    The rescue (instance.rescue.start and instance.rescue.end) and unrescue
    (instance.unrescue.start and instance.unrescue.end) notifications are
    transformed to the versioned framework.

    This patch also fixes the power state of the server
    when unrescuing it with the fake compute driver.
