Comment 3 for bug 1673429

This fix should not be merged until ironic bug https://bugs.launchpad.net/ironic/+bug/1732412 has been resolved. Turns out ironic is not very diligent in cleaning up provisioning ports, and until now this has been masked by nova cleaning up after it.
