Unexpected nova API Error in launching a intance

when i excute the command:penstack server create --flavor m1.nano --image cirros --nic net-id=xxxxxxx --security-group default --key-name mykey provider-instance
a error occured as the following:
Unexpected API Error. Please report this at http://bugs.launchpad.net/nova/ and attach the Nova API log if possible.

Got this error in nova-api.log:

Please comment the [glance]api_servers in nova.conf.

my nova.conf is in the attachment as you can see.
maybe some wrong are happened,please tell me and i will be very appreciated.

Oh no,i'm confused.This is nova.conf in controller node.
The nova.conf of compute node is here.
But i repeated every configure file, all of it are by the order of http://docs.openstack.org/newton/install-guide-rdo.I still have no idea about this error.

If you can give me a direction, i will be very appreciated.

looks like it complain CONF.glance.api_servers is None , your controller seems
api_servers = http://controller:9292
have you changed this and didn't restart the service?
