mitaka docs build breaks on vine.five

In attempting to track down build failures in an out-of-tree project, I submitted a change set to try out the nova gate in mitaka. It failed the docs build on the vine.five switch in kombu.

(Does the docs build not honor the upper constraints set in the generic [testenv]?)

Doesn't look like it's using upper-constraints as the job is using kombu==4.0.0 but upper-constraints in mitaka is using kombu===3.0.34.
