Remove unused column "scheduled_at" from instances from schema

"scheduled_at" attribute from Instance model is no longer used. It is removed from data model in newton as a part of this commit

Hence, now we can remove it from db schema.

    Remove scheduled_at attribute from instances table

    scheduled_at attribute column from instances table is no

    It has been removed from data model in liberty as a part of this commit
