There is no way to reset the instance key pair, even during the rebuild procedure.
Expected result
===============
`nova rebulid` will be a good approach to reset the instance key pair.

Can you explain what you are expecting to happen that is not currently happening? It seems like rebuild should use the existing keypair, I'm not sure why you would change it.
