Can't disable nova quotas

The nova quotas previously could be disabled by setting the quota value to -1.

Due to this change updating the quota help text, many of the quotas now have a min value of 0, no longer allowing those quotas to be disabled by setting them to -1. Attempting to do so will result in a invalid value error.

Additional errors:
1) Devstack set -1 for most values in case of fake virt driver.
2) If some clouds have -1 for these parameters then nova will not start after upgrade to Newton.
