When I use curl command to send requets, why the OS_TENANT_NAME must be set to the project_id.

Bug Description

I execute the commands('export OS_TENANT_NAME=admin', 'curl -s -H "X-Auth-Token: $OS_TOKEN" http://10.0.0.11:8774/v2/$OS_TENANT_NAME/flavors'). When I execute the above command,the error shows that URL's project_id 'admin' doesn't match Context's project_id '811a6248e6334cbb9b68e9dde5c7ce0'. When the OS_TENANT_NAME is '811a6248e6334cbb9b68e9dde5c7ce0', the result will be correct. What's reason of this situation?
