Missing 2.3 microversion API samples functional tests

Related to bug 1600186 - we don't have any API samples functional testing in nova for the 2.3 microversion.

It looks like we did back when it was added in:

https://review.openstack.org/#/c/155853/

But those no longer exist, probably when we folded the v3 directories.

Looks like it was dropped in https://review.openstack.org/#/c/327581/ in newton.

OK, I see what happened. The API samples were originally added with the 2.3 change:

https://review.openstack.org/#/c/155853/

But there were no functional tests added to test those samples, so we didn't catch it when collapsing the extensions in newton.

So the summary is we've never tested the 2.3 request/response in the nova functional test tree.

This issue was fixed in the openstack/nova 14.0.0.0rc1 release candidate.
