os-keypairs api-ref doesn't include user_id request parameter for listing keypairs for another user

An admin can list keypairs for another user by specifying the user_id, but that's not in the request parameters section of the os-keypairs LIST method api-ref docs:

Note that listing keypairs with another user_id is only available after the 2.10 microversion.
