Openstack liberty (Ubuntu 14.04)
while executing nova cloudpipe-create <project_id> it fails with error:

I am using 4node openstack setup. Everything is working fine except this.

Check CONF.vpn_image_id in nova.conf on the API node, that defaults to 0. It looks like you don't have an image in the image service with that id which is why it fails.
