Attach interface capability is not in the feature support matrix

Change https://review.openstack.org/#/c/272471/ added a virt driver capability flag for attaching interfaces to an instance, which the Ironic driver does not support.

There is nothing in the feature support matrix about support for attaching interfaces, however:

We should update the feature support matrix for that operation since there are obviously some virt drivers that don't support it.
