unable to config topic for versioned notifier

Bug Description

Currently, the topic for versioned notifier is hardcoded to 'versioned_notifications' [1], which makes it impossible to change to other topic as needed.

The versioned-notification-api spec was approved without the configuration of the topic so this the not a valid bug but a new feature request.

Also I agree with Markus that we need to see why we need this as a feature.

Yes, it is more like a feature request.
We can change the notification_topic for the non versioned notification, but can't for the versioned one. Make the versioned notification topic configurable would be more flexible if we want to change the topic for other external consumers.
