server details view can include empty string image

When image ref is not specified (like boot from cinder volume image), server details view returns empty string as image.
image value should be empty dictionary.

Currently when users with strong type system receive string, their system cannot handle this correctly.

As dims already pointed out, alex_xu has left a TODO note in the code, that's why I confirm this bug. I notified alex_xu in the nova channel, maybe he already has an open patch set for that.

@Markus, thanks, this is something we can fix. But I think it more about API consistent. I'm not sure we will accept this kind of fix. If somebody want to fix, an nova spec can be submit, then let's discussion that.
