Bug Description
When we use ironic, we can't reboot a bare metal instance with a graceful shutdown.
We execute "nova reboot" command without "--hard" option. However, it performs a hard reboot.

I'm not sure this is a bug. You asked to reboot an instance and the instance rebooted.
I don't know that hard and soft reboot make sense in ironic
