Unit issue of CONF.libvirt.live_migration_bandwidth in option description

The option description of CONF.libvirt.live_migration_bandwidth use wrong unit, it mislead the users.

"Maximum bandwidth to be used during migration, in Mbps."

should be

"Maximum bandwidth to be used during migration, in MiB/s."
