Rebuild of a volume-backed instance fails

If you try to rebuild a volume-backed instance, it fails.

Steps to reproduce:

1) build a volume-backed instance

nova boot --flavor m1.nano --nic net-id=243fbe0a-3be7-453b-9884-7df837461769 --block-device source=image,id=889d4783-de7f-4277-a2ff-46e6542a7c54,dest=volume,size=1,shutdown=preserve,bootindex=0 demo

2) rebuild it with a new image

nova rebuild demo b92c34bb-91ee-426f-b945-8e341a0c8bdb

Expected result:

   instance is rebuilt using the new image and is in ACTIVE state

Actual result:

  instance is in ERROR state
