Bug Description
Step to reproduce:
1. Install glance registry on controller
2. Install galnce api con compute node & enable cachemanagement (flavor=
3. Add an image to the registry and expose it as http://
4. From compute node, invoke glance-cache-manage queue-image ID_OF_IMAGE
5. Run glance-
6. Run
nova boot --image <ID_IMAGE> --flavor 1 --availability-zone nova:<hostname_
You'll see that image is downloaded again from network instead of using the local one in /var/lub/

The only glance endpoint listed in keystone is the compute's one. The compute glance-api.conf points the registry on controller as the central one. The images are stored into a webserver local to the controller, so their location into the db begins with http://......
