Bug Description

In https://github.com/openstack/nova/commit/9db1642e867deb2bea54a3c1a76e52b0480cc30c we missed to provide a dict instead of None, so six.iteritems() can raise an Exception.

    Fix PCIDevicePool.to_dict() when the object has no tags

    If the object is created without specifying the tags attribute, then the
    iteration can fail.
