DELETE/os-serivce/<id> should judge the service state

Bug Description

"DELETE/os-serivce/<id>" interface has not judged the deleting service`s state. If the state is "UP", the delete operation should be refused. The interface is a member function of ServiceController class in nova.api.openstack.compute.contrib.services.py

So this would be a semantic API change as currently you can delete a running service. This will need at least a nova-spec before we can fix it. Would like some input as to whether it is ever a valid thing to delete a running service.
