Chatted with Matt Treinish and the json and xml tests should have separate tenants because in the gate we running with allow_tenant_isolation=True and the credentials are created in setUpClass of each test, which is different for the json and xml runs.

So I guess I'm back to wondering what's going on with the fixed_ips over-quota if it's a per-project resource quota and the test is only creating at most 4 test servers.
