Bug Description

We are displaying console log in our web UI. Idealy ,we would like to display the full console log for users to diagnosis the problems. Our console logs are normally between 150KB-300KB ,so it would be great for OpenStack to increase MAX_CONSOLE_BYTES to 500KB.

I think this probably needs to come in as a spec, as it would add a new config var
