Floating IP does not assign by dhcp after soft reboot instance

Bug Description

ISSUE: Floating IP does not assign by dhcp after soft reboot instance.

I don't know whether this is a bug or this is relate with OS image.
But I repeat 20x 'soft reboot instance', no response from DHCP. Floating IP lost.

I try to do 'hard reboot instance' and reboot instance with SSH. It's working.

I'm very confuse about different from 'soft reboot' between 'hard reboot'.

By the way , I make sure test environment's physical network is perfect.

What guest are you using?

Soft reboot should be initiated inside the guest, hard reboot is a hard kill & start from the outside.
