If I remember correctly, 'host-update --status' is a Xen only thing. You can use service-enable/service-disable instead.

Then we should disable this command for other hypervisors, when operator run the command, we should throw out not implement error

We might actually throw a not implemented error here -- what happens when you use the latest novaclient (i.e. one where this https://review.openstack.org/#/c/87809/ is included)? Also, what version of OpenStack, etc are you using?
